Consider this:

Ohio legislators created an arson offender registry much like the state’s sex offender registry, supposedly to deter the crime. But unlike the older one, the names of those making the arson list will not be public. That means you won’t know if your neighbor is an arsonist.

Or this:

The Ohio Supreme Court ruled recently that asking for the emails sent to and from public officials is too “ambiguous.”

What’s going on?

Those are just two of many examples of how government is becoming more secretive as lawmakers and the courts turn transparent government to opaque in Ohio.

It means you can’t see what your government is doing or where it’s spending your money or what deals are being cut. In fact, some public officials even want you to pay for accessing what are now free online records – such as the deed to your house or your military discharge papers – if you print them in your own home.

Since the state first enacted its public records law (Ohio Revised Code 149.43) in 1963, the number of legal exemptions spelled out in the law has grown from the first one – medical records – to 29, but that doesn’t include hundreds of other exemptions.

Those fall under a catch-all section that says exemptions found in other state and federal laws also apply. One expert on Ohio records law expects the list to grow. But Greg R. Lawson, policy analyst for the Buckeye Institute for Public Policy Solutions, said he thought access was “probably about the same (as it always has been) or getting a little bit better.”

The latest exemption? The records of the new JobsOhio agency carved by Gov. John R. Kasich from the former Department of Development are out of reach of the public. Ohio’s top court said that’s OK, because JobsOhio is a private entity, whereas the department was a public one.

Ohio governor signs texting ban for drivers

Ohio has become the 39th state to prohibit texting while driving.

Gov. John Kasich signed a ban Friday on writing, reading and sending texts from behind the wheel. It goes into effect in 90 days.

The measure includes a stricter crackdown on teen drivers’ use of electronic devices. Minors would be banned from using cellphones, iPads or other electronics while driving.

Texting would be a secondary offense for adult drivers. They could be ticketed for typing messages only if they were first pulled over for another offense, such as running a red light.

Teens could more easily be pulled over for violating the texting ban.

According to the Governors Highway Safety Association, the measure would be among the broadest in the country in terms of teen distracted driving restrictions.

The Warren County Drug Task Force has issued a warning about dangerous “bath salts” being sold in Mason.

Police say that the task force has seized some of the substances, which appear to be chlorine tablets crushed in bath salts containers.

Bath salts, a synthetic stimulant with hallucinogenic properties, have been sold legally in gas stations, tobacco shops and other businesses under names like Ivory Snow, White Horse, Zoom, Blue Silk, and Purple Wave.

Governor John Kasich signed legislation in July that would ban the use of the drug, but that law will not go in effect until September.

Until then, police can only monitor sales and warn the public about the dangers, said Warren County Drug Task Force Commander John Burke.

Bath salts are crystallized chemicals that are snorted, swallowed, smoked or mixed with drinks or food.  The chemicals can trigger the same effects as cocaine, meth or ecstasy, causing hallucinations, paranoia, rapid heart rates, violent behavior and suicidal thoughts.

“There are numerous health effects, including death,” said Burke.  “It’s serious stuff.”

Governor Kasich makes appearance in Mason

Ohio Governor John Kasich was in Mason today, May 9, and discussed the jobs budget, according to FOX 19. Senator Shannon Jones and other elected officials and business leaders joined Kasich at Rhinestahl Corporation.

“Guess what? We’re going to other states. We’re stealing their jobs instead of being on the losing end of what’s been happening in Ohio for the last 10 years,” Kasich said, according to the news station. “We’re going to compete and we’re going to win.”
